  • Mô tả: In 1985, the 1.1 billion people estimated by the World Bank to be "in poverty" made up 1/3 of the developing world's population. The Bank's latest World Development Report argues that, if the figure can be cut to 800 million by the year 2000, the incidence of poverty would fall dramatically, to 18%. The report draws a single poverty line of $370 per person a year - at 1985 prices. A 2-part strategy is proposed: 1. Create new economic opportunities for the poor by promoting labor-intensive economic growth. 2. Equip the poor to grasp these opportunities by providing basic social services, such as adequate primary education, health care, and family planning. With less but improved targeted spending, governments could offer more help to the poor and balance their books at the same time. Restraining public spending while helping the poor affects the middle classes adversely, at least initially. In most developing countries, governments are careful to protect the urban middle class, which is vocal and organized.
