  • Mô tả: El objetivo de este artículo es presentar controversias en la formulación de la política exterior y de la política de defensa, común a la mayoría de los países latinoamericanos. Ello responde tanto a una intensidad mayor de una diplomacia de la defensa, como a una preparación precaria de los funcionarios del sector defensa. Se utilizaran dos casos para describir la tensión entre el Ministerio de Relaciones Exteriores y el Ministerio de Defensa. El primer caso es en Colombia, donde el Ministerio de Defensa Nacional adquirió un notorio liderazgo que podría dañar a la política exterior. El segundo ejemplo es el referido a la captura del buque escuela de la Armada argentina en Ghana. Los comentarios finales delinean los costos que esa tensión entre agencias conlleva para el funcionamiento institucional de la democracia. The aim of this paper is to present controversies in the formulation of foreign policy and defense policy, common in most Latin American countries. This reflects both a higher intensity of defense diplomacy, as well as a precarious preparation of the defense sector officials. Two cases are used to describe the tension between the Ministry of Foreign Affairs and the Ministry of Defense. The first case belongs to Colombia, where the Ministry of Defense acquired a notorious leadership that could harm foreign policy. The second example is based on the capture of the training ship of the Argentina Navy in Ghana. The concluding remarks suggest the cost of such intra-governmental tensions for the construction of a democratic foreign policy.
